Do Visa and Mastercard Work in Russia? A Practical Answer

Short answer: cards issued outside Russia under Visa or Mastercard do not work inside Russia, and cards issued by Russian banks under those brands do not work abroad. Both networks suspended their Russian operations in March 2022. A Russian-issued Visa or Mastercard still works within the country, because domestic payments are processed locally, but the international link in both directions is gone.

If you live abroad and want to pay for something in Russia, such as a bouquet for your mother's birthday in Moscow or roses for a friend in Kazan, this matters more than it first seems. Below we explain what works, what does not, and how people outside the country handle everyday payments, with a florist's eye on the most common case we see: someone far away who simply wants flowers to arrive on time.

What exactly changed in 2022

Before 2022, a card from a bank in Germany, Israel or the United States worked at a Moscow cafe the same way it worked anywhere else. The terminal sent the payment through the Visa or Mastercard network to the issuing bank abroad. When both networks withdrew, that route closed. A foreign card now gets declined at Russian terminals and on most Russian websites, often with a vague error that looks like a technical glitch rather than a block.

The reverse is also true. A Russian bank card carrying the Visa or Mastercard logo is still accepted inside Russia, because payments between Russian banks and Russian merchants run through the national payment infrastructure. Take the same card to Istanbul or Dubai and it will not work. People are often surprised by this split: the logo on the card stays the same, but where it is accepted depends on which country issued it.

So the practical rule is simple. Ask two questions: which country issued the card, and where is the merchant? If both answers are 'Russia', it works. If they differ, assume it will not.

Why your foreign card is declined on Russian websites

Many readers write to us after a failed checkout, convinced they typed the card number wrong. Usually nothing is wrong with the details. The Russian payment page simply cannot send the request to a foreign issuing bank, so the transaction stops before your bank even sees it. Trying again five times will not help and may make your own bank flag the card for suspicious activity.

Another detail confuses people: some sites still show the Visa and Mastercard logos at checkout. Those logos refer to Russian-issued cards. They do not mean a card from abroad will go through. If you want the full breakdown of error messages and what each one means, we wrote a separate guide: Will My Foreign Visa or Mastercard Work in Russia?.

If you are travelling to Russia yourself, plan for this before the trip rather than at the airport. If you are paying from home for something delivered in Russia, the solution is different, and that is where most of our customers are.

How payment works when you order flowers to Russia with us

On turboflora.com you can pay online with a bank card, through SBP (the Russian Faster Payments System) or with Yandex Pay. In practice, a Russian-issued card, SBP and Yandex Pay all depend on a Russian bank account, so they suit customers who have one, or a relative in Russia who can pay. A card issued abroad runs into the same restriction described above.

If you only have a foreign card, do not give up on the order. Write to our manager on WhatsApp before you pay: we will help you choose the bouquet, agree the delivery time, the address and the text of the card, and talk through how payment can be arranged in your situation. We also have a dedicated article on paying from abroad for flower delivery in Russia that walks through the realistic options.

A common and simple solution among our customers is family help: a sister in Saint Petersburg pays with her card through SBP, and you handle the choice of flowers and the wording of the card. Because delivery is anonymous by default, the courier does not name the sender, so if you want your name on it, put it in the card text, which is free.

Delivery details that matter when you are far away

Payment is only half the job. When you order from another time zone, the delivery details deserve the same care. City delivery costs 500 RUB; for remote districts and suburbs the operator confirms the price when confirming the order. In large cities we deliver express, within 1-2 hours after the order is confirmed, or at an exact time with a margin of plus or minus 30 minutes.

You can also choose a time window: 09-12, 12-15, 15-18 or 18-21. For birthdays and anniversaries we suggest pre-ordering, which is possible 1 to 30 days ahead. That way the payment question is settled calmly, days before the date, instead of at eleven at night your time.

The courier calls the recipient about 15 minutes before arrival. If nobody is home, we agree a second delivery the same day or hand the flowers to a neighbour or concierge, but only with your consent as the sender. It helps to give us the recipient's correct phone number and a full address with entrance and floor; see Delivery and payment for the full terms.

A florist's advice on choosing flowers from abroad

When you cannot see the bouquet in person, choose by structure rather than by photo mood. Roses, chrysanthemums, alstroemeria and carnations travel well and hold for a week or more with fresh water. Peonies and ranunculus are beautiful but open fast, which is lovely if the recipient is home that day and less so if the flowers will wait for them.

Mind Russian etiquette as well. For happy occasions, give an odd number of stems; even numbers are associated with funerals. In mixed bouquets with many stems nobody counts, but for a small bunch of roses it matters to older relatives. Yellow flowers carry no bad meaning for most younger people, though some grandmothers still read them as a sign of parting.

Ask for a photo of the bouquet before delivery. Our manager sends one on request, and it is the closest you get to standing in the shop yourself. Browse the Bouquets catalogue first, shortlist two or three options, and then confirm the final choice in the chat.

Other everyday payments: what people abroad usually do

Beyond flowers, the same logic applies to anything you pay for in Russia from abroad: utility bills for a parent, gifts, services. The reliable path goes through a Russian bank account, either your own if you still have one, or that of a trusted family member. Cross-border transfers into such accounts are subject to banking rules on both sides, which change often, so check with your own bank before you rely on any one route.

For travellers, the usual approach is to bring enough cash in a widely exchanged currency and to change it at a bank in Russia. Some visitors open an account with a Russian bank after arrival, which is possible in many cases but takes time and paperwork. Do not count on paying for hotels or taxis with a card from home.

Whatever route you use, keep the details simple and confirm them in advance. For an order with us, that means one message to our manager before checkout, a clear address, and a delivery date with a little margin. The flowers are the easy part once the payment is sorted.

Frequently asked questions

Does a Visa card from my bank abroad work in Russia?

No. Since March 2022, cards issued outside Russia under Visa or Mastercard are declined by Russian terminals and websites. This applies both in shops and online.

Do Russian Visa and Mastercard cards still work?

Inside Russia, yes: payments between Russian banks and Russian merchants are processed domestically. Abroad, these cards do not work.

How can I pay for flowers to Russia if I only have a foreign card?

The site accepts bank cards, SBP and Yandex Pay, which in practice rely on a Russian bank account. Write to our manager on WhatsApp before ordering and we will discuss what is possible in your case; many customers ask a relative in Russia to pay.

Will the recipient know who sent the flowers?

Delivery is anonymous by default, so the courier does not name the sender. If you want to be recognised, add your name to the card, which is included free.

How quickly can flowers arrive after payment?

In large cities, express delivery takes 1-2 hours after the order is confirmed. You can also choose an exact time, a time window, or pre-order 1 to 30 days ahead.
